A SUMMARY OF HOUSE BILL 4639 AS INTRODUCED 5-5-99
House Bill 4639 would amend the Revised School Code to require only the minimum number of hours of pupil instruction in a school year, and to eliminate the minimum number of days.
Under current law, public schools are required to offer a certain number of days and hours of pupil instruction in order to be eligible for state aid. For many years, the minimum number of school days in Michigan was 180. However, over a ten year period that began in the fall of 1997 and will end in the fall of 2006, the minimum number of school days will increase to 190, as one day is added each year. In tandem with the minimum number of days of instruction, the law also sets a minimum number of hours. The number of instructional hours also increases over the ten years, from 900 hours of pupil instruction during the 1994-95 school year, to 1,140 hours in the 2006-07 school year, and each succeeding school year.
House Bill 4639 would eliminate the provision that specifies the minimum days of instruction, but retain the provision that specifies the minimum hours of instruction.
