A SUMMARY OF HOUSE BILL 4682 AS INTRODUCED 5-13-99


The bill would add a new section to Part 615, "Supervisor of Wells," of the Natural Resources and Environmental Protection Act to prohibit drilling oil or gas wells that extended under the Great Lakes or their connecting waterways. More specifically, the bill would prohibit the Department of Environmental Quality (DEQ) or the "supervisor of wells" (which the act defines as meaning the DEQ) from issuing a permit for drilling - or authorizing the drilling of - an oil or gas well that extended under the Great Lakes or their connecting waterways, notwithstanding any other provision of this part of the NREPA or the administrative rules promulgated under this part of the act.
