A SUMMARY OF HOUSE BILL 4753 AS INTRODUCED 6-3-99
Under the Michigan Liquor Control Code, deliveries of spirits to bars and party stores (SDDs) are made by authorized distribution agents (ADAs) licensed by the Liquor Control Commission. If the retail licensee was not open during the ADA's regular time for deliveries, the bill would allow a retail licensee to arrange for the delivery of spirits to a specially designated distributor (SDD). The arrangement would have to be in writing.
[Note: The term "retail licensee" is not defined in the act or in the bill, but historically has been interpreted by the Liquor Control Commission as referring to any establishment that sells liquor at retail and would therefore include bars and restaurants as well as package liquor stores (SDDs).]
