A SUMMARY OF HOUSE BILL 4980 AS INTRODUCED 10-12-99


The bill would amend the Natural Resources and Environmental Protection Act to allow, under certain circumstances, a person to buy, sell, or possess parts or products of a gray wolf or lynx. Under the bill, a person could take, possess, transport, import, export, process, sell, offer for sale, buy, or offer to buy, and a common or contract carrier could transport or receive for shipment, parts or products of gray wolf (Canis lupus) and lynx (Lynx canadensis) if both of the following applied:


  1. The gray wolf or lynx had been legally taken in another state or country.

  2. The parts or products were accompanied by a certificate documenting that the animal was legally taken. Within 90 days of the bill's effective date, the Department of Natural Resources would have to prescribe the requirements for a certificate of origin by order in accordance with provisions contained in the act.
