A SUMMARY OF HOUSE BILL 4998 AS INTRODUCED 10-14-99
The bill would add a new section to Part 117, "Septage Waste Servicers," of the Natural Resources and Environmental Protection Act (NREPA) to require that a person holding a septage waste servicing license under this part of the act report to the Department of Environmental Quality (DEQ) the location where each load of septage waste had been disposed. Reports would have to be submitted quarterly, in the manner prescribed by the DEQ, and would have to contain information required by the DEQ. (The act defines "septage waste" to mean "any human excrement, other domestic or restaurant waste, or other material or substance removed from a portable toilet, septic tank, seepage pit, cesspool, sewage lift station, or other enclosure" as determined by departmental rules, but does not include industrial waste regulated under Part 121 of the act.)
