A SUMMARY OF HOUSE BILL 5031 AS INTRODUCED 10-26-99


The bill would add a new section to the Michigan Penal Code to require that each firearm sold in the state be sold with a trigger lock, and would make violations of this requirement a misdemeanor.


More specifically, the bill would require each person engaged in the business of selling firearms in the state to include a trigger lock with the sale of each firearm. (A "trigger lock" would be defined to mean a device operated by a key or combination lock -- or a substantially similar mechanism -- that was designed to be used on firearms, was commercially available, and disabled the trigger mechanism of the firearm to prevent its discharge). An individual who violated this requirement would be guilty of a misdemeanor punishable by imprisonment for up to one year, a fine of up to $1,000, or both.
