A SUMMARY OF HOUSE BILL 5111 AS INTRODUCED 11-9-99


Part 811 of the Natural Resources and Environmental Protection Act (NREPA), concerning off-road recreation vehicles (ORVs), specifies that county sheriffs' departments may apply to the Department of Natural Resources (DNR) for grants to enforce provisions of the act concerning protection of the state's natural resources, promotion of safety among ORV users, and minimizing conflict among ORV users and other users of the state's public lands. Part 811 also specifies that each county in the state that has snowmobile trails or areas is entitled to receive financial assistance to develop snowmobile safety programs. House Bill 5111 would extend these provisions of the act to also allow certain counties that do not have designated ORV or snowmobile trails, but that border or are adjacent to one of the Great Lakes, Saginaw Bay, or Lake St. Clair, to apply for grants for ORV enforcement and for snowmobile safety programs.
