A SUMMARY OF HOUSE BILL 5465 AS INTRODUCED 2-29-00


Currently, under the Animal Industry Act of 1987, and until January 1, 2005, indemnification for any animals quarantined or on premises quarantined after January 1, 1999 is based on 90 percent of the fair market value of that type of livestock on the date of the appraisal and marketable for the purpose for which the livestock was intended, up to a maximum of $3,000 for each animal. On January 1, 2005, indemnification is scheduled to drop to 75 percent of the fair market value of that type of livestock on the date of the appraisal, the livestock would be appraised as if it were "grade" status (that is, an animal for which no proof of registration with an appropriate breed registry is provided), and the maximum per animal would drop to $1,350.


The bill would amend the act to increase indemnification to 100 percent of the fair market value of that type of livestock on the date of the appraisal and marketable for the purpose for which the livestock was intended, and would increase the maximum per animal to $5,000.
