A SUMMARY OF HOUSE BILL 5619 AS INTRODUCED 4-13-00


The bill would amend the Penal Code to change the age for the crimes of soliciting, aiding and abetting prostitution, and admitting a person to place for the purpose of prostitution. Currently, to be in violation of these laws, a person must be 17 years old or older. The bill would lower the age threshold to 16 years of age or older. The bill would also clarify the language regarding the penalties for these crimes.


Finally, the bill would modify provisions regarding the existing crime of allowing a female under the age of 17 to be employed or remain in a house of prostitution. As under current law, the crime would be a misdemeanor. The bill would add a specific penalty: imprisonment for up to 90 days, a fine of not more than $100, or both, and would specify that the crime would apply where any person who was 16 years old or less was employed or allowed to remain in a house of prostitution.
