A SUMMARY OF HOUSE BILL 5650 AS INTRODUCED 4-18-00
House Bill 5650 would amend the Revised School Code to require
the Department of Education, with
the advice and consent of the State Board, to establish a parent involvement and community
empowerment initiative.
Under the bill, the initiative would do the following:
- provide assistance to school districts, intermediate school
districts, and individual schools in their
efforts to enhance parent and family involvement in education;
- encourage voluntary parenting education
programs;
- promote adult and family literacy, which contributes to the
overall improvement of educational and
workplace skills for children and families;
- plan with other public, community, civic, and business
organizations to foster successful transitions
from school-to-work or other postsecondary options;
- identify policies that enable local communities to
coordinate resources that serve the needs of pupils
and families; and
- ensure the availability of a parent advocate in each school
district.
