A SUMMARY OF HOUSE BILL 5848 AS INTRODUCED 5-30-00
House Bill 5848 would amend the Revised School Code to add a new part to the code which would be known as the Educational Innovation Repository.
The bill requires that not later than January 1, 2001, the Department of Education establish an educational innovation repository containing information about local programs that have enhanced students' educational experience through, for example, innovative teaching or use of resources. When setting up the repository, the department would be required to include information about the programs identified in the publication entitled "House Republican Resource Guide for Successful Schools", published in 1998 by the Republican Alliance to identify solutions in education, and about other innovative child care, child development, and educational programs identified by the department as enhancing the educational experience.
Under the bill, the department would be required to update the repository at least annually by requesting schools and other interested parties to nominate local programs for inclusion, and by including selected additional programs. The department would have the sole discretion to decide which additional programs to add, and the information would include at least a detailed description of each program, and the name and address of a contact person or other source for additional information.
Finally, the bill would require that the department make available on the Internet a description of each program, the source for additional information, and information about the annual nomination process for including innovative programs. The bill also specifies that the department could use other means to inform schools, parents, and other interested people about the repository and the annual nomination process.
