A SUMMARY OF HOUSE BILL 6043 AS INTRODUCED 9-28-00


House Bill 6043 would amend the Home Rule City Act to require a two-thirds vote of city council members elected to and serving in the legislative body of the city, in order to adopt an ordinance or regulation that intervened in the affairs of individuals, families, businesses, or taxpayers.


In addition, the bill would delete an outdated provision that refers to sections of law that have been previously repealed. The portion that would be eliminated under the bill includes a protocol that enabled financial officers of cities to determine a city's 'assessed value of real and personal property'. The protocol included directions about the manner in which cities were to calculate the 'assessed value equivalent of money' for the purpose of single business tax distributions from the Department of Treasury.
