1. Executive Order 1999-1. Pending the approval of Executive Order 1999-1, the Michigan Jobs Commission will be divided into two separate entities. All of the economic development programs will transfer into the Strategic Fund, which will transfer to the Department of Management and Budget as an autonomous agency. The workforce development programs will transfer into the new Department of Career Development. The Michigan Jobs Commission will then be abolished. 451,804,300

3. Employment and Training for Food Stamp Recipients. Under this U.S. Department of Agriculture program, states are required to provide funding for services for these recipients. The Governor recommended using private oil overcharge settlement revenue to pay for the cost of providing these services. The Senate concurred. 250,000
4. School-to-Work. FY1998-99 was the final year of this five year Federal grant. The Governor recommended a reduction in spending authority to phase-out this program, and eliminating the $100,000 GF/GP funding. The Senate concurred. (8,083,300)
5. Michigan Community Service Commission. The Governor recommended a GF/GP increase for the administrative costs associated with the America's Promise Program. The Senate concurred. 100,000

1. Work First Outcomes Study. The Governor recommended deleting language requiring the Department to complete an outcomes study on the participants of this program. The Senate concurred.
2. Veterans Services in Employment Service Agency Office. The Governor recommended deleting language outlining the services to be made available for Veterans at each Employment Service Office. The Senate and House recommended reinstating this language.
3. Work First Data Report. The Governor recommended deleting language requiring the Department to review the feasibility of an alternate approach to reporting data on Work First participants. The Senate and House concurred.

4. School-to-Work. The Governor recommended deleting this language. The Senate concurred. The House included. The Conference Committee concurred with the House.
5. Work First. The Governor recommended: a)Deleting the requirement that 25% of the recipients be placed in jobs paying $5.00 per hour or more;b)Deleting the written summary required of the Michigan Works Agency identifying barriers to employment for clients not placed following the completion of the job search program; c)Deleting the placement report; d)Deleting the carryforward language; e)Deleting reports regarding grantee and recipient information. The Senate replaced 25% requirement and all reporting language. The House concurred with the Senate and added new language allowing none cash participants to participate in program and added language allowing past employment training to be used towards work requirement. Conference Committee concurred with House and Senate changes.
6. Funding to Michigan Works Agencies. The Governor recommended deleting language requiring these agencies to maintain partnerships with local public agencies. The Senate concurred. The House retained. The Conference Committee concurred with the House.
7. Training for State Employees. The Governor recommended deleting language requiring the Department to work cooperatively with Civil Service in order to provide training for State employees displaced as a result of a reorganization. The Senate concurred. The House reinstated. The Conference committee concurred with the House.
8. Hearings on Employment Service Plans. The Governor recommended deleting language requiring the Michigan Works! Agencies to hold hearings regarding the proposed employment service plan. The Senate concurred. The House retained it. The Conference Committee concurred with the Senate.
9. Independent Living Centers. The Governor recommended deleting language requiring that a portion of the funding be provided to the Superior Alliance for Independent Living in Marquette County. The Senate concurred. The House included. The Conference Committee concurred with the House.
10. Enhanced Vocational-Technical Training Program. The Governor and House recommended deleting language requiring the Department to complete an outcomes study on participants of this program and language that identified the amount and use of the funding for this program. The Senate concurred. The House added new report language. The Conference Committee concurred with the House.
11. Council on Michigan Foundations. Pursuant to targets, the Conference Committee added new language appropriating interest on earnings on tobacco settlement revenue be allocated to this council to address youth and senior health needs.
