appropriations from the AEIDF by 0.7%, and increases funding for the ORC
by $78,200. The House does not support the Senate's proposed increase for

10. Food Safety and Quality Assurance.
The House increases funding for
the Food Safety Program above the $303,100 GF/GP increase provided by the
Governor and Senate, to provide for 5 additional food quality inspection
positions. |

1. Livestock Indemnification. The House
modifies a provision included by the Senate allowing the indemnification, at fair market value, of
livestock killed
by wolves, to require the indemnification and to support the cost of such indemnification with
funds from the Department of Natural Resources (DNR). (Sec..
210) |
2. Michigan Biotechnology Institute. The
House includes language requiring a report from the Michigan Biotechnology Institute on
projects and fund
sources of projects carried out by the Institute. (Sec. 304) |
3. Restaurant Inspection. The House
deletes Senate language requiring the Department to develop a plan for assuming responsibility
for restaurant
inspections and certification from local health departments. |
4. Gypsy Moth Funding. Language
authorizing the Department to enter into agreements with private non-profit entities associated
with the Gypsy Moth
Slow-the-Spread Program for the purpose of receiving funds for managing plant pests is
included by the House. (Sec. 503) |
5. Energy Conservation Grants. The
House concurred with the Governor's proposal to distribute energy conservation grant funds on
a competitive basis,
rather than on an equal basis to all local soil conservation districts, as is required by current year
and Senate language. (Sec. 601) |
6. Soil Conservation District Grants. The
House deletes ban on payments to local districts that use the grant funds for expenses of
district associate
directors, but retains the remainder of the language concerning the distribution of local soil
conservation district grant funds. (Sec. 602) |
7. Bovine Tuberculosis. The House
includes language requiring the Department to reimburse the DNR for costs of monitoring and
testing wildlife for bovine
tuberculosis to the extent that it is agreed by both the Department and the DNR that those costs
exceed those of efforts that would be necessary to eradicate
bovine tuberculosis from the free ranging deer population. (Sec. 401) |
8. Horse Racing Plan. The House
modifies Senate language requiring the Racing Commissioner to develop and submit a plan for
assuring the long range
viability of horse racing in this State, by requiring the plan to include recommendations for any
statutory changes required to implement revenue diversification
options. (Sec. 902) |
9. Internet Reporting. The House modifies
language included by the Senate to allow, rather than require, Internet publication of all reports
required by the
bill. (Sec. 223) |
10. Personal Services Contracts.
Language requiring a detailed report on personal services contracts is not included in the House
proposal. |
