and the Senate and Conferees increased funding for the
Michigan Biotechnology Institute to $2,000,000 and

included funding for a program proposed by the Governor
to assist farmers with preventing contamination from fuel

the Senate proposal to replace $834,800 of AEIDF support
for the Office of Racing Commissioner (ORC) with GF/GP.
The House and Conferees replaced AEIDF support for
building and track improvements at fairs and draft horse
shows with GF/GP, reduced racing related appropriations
from the AEIDF by 0.7%, and increased funding for the
ORC by $78,200. The House and Conferees did not
support the Senate's proposed increase for draft horse
shows. |

increased funding for Future Farmers of America ($20,000);
the Food Bank ($49,200); and Food Safety Activities

1. Great Lakes Downs Race Course.
Language expressing Legislative intent that the Department work with the Race
Course to facilitate operation of the track included by the Senate and House was retained in the
Conference Report. (Sec.
901) |
2. Can-Am Draft Horse Show. The
Governor deleted language which dictates the use of the Can-Am draft horse show
appropriation. A modification of the language to allocate the draft horse shows appropriation
equally to the Can-Am and
Great Lakes International Draft Horse Shows was included by the Senate and House, and
retained in the Conference
Report. (Sec. 806) |

3. Livestock Indemnification. The House
and Conference Report modified a provision included by the Senate allowing
the indemnification, at fair market value, of livestock killed by wolves, to require the
indemnification and to support the
cost of such indemnification with funds from the Department of Natural Resources (DNR).

4. Michigan Biotechnology Institute. The
House and Conferees included language requiring a report from the
Michigan Biotechnology Institute on projects and fund sources of projects carried out by the
Institute. (Sec. 304) |
5. Restaurant Inspection. The House
deleted Senate language requiring the Department to develop a plan for assuming
responsibility for restaurant inspections and certification from local health departments. The
Conference Report contains
modified language requiring the Department to ensure uniform application and enforcement of
restaurant licensing
standards, and a report on these efforts. (Sec. 401) |
6. Bovine Tuberculosis. The House and
Conferees included language requiring the Department to reimburse the DNR
for costs of monitoring and testing wildlife for bovine tuberculosis to the extent that it is agreed
by both the Department
and the DNR that those costs exceed those of efforts that would be necessary to eradicate
bovine tuberculosis from the
free ranging deer population. (Sec. 450) |
7. Horse Racing Plan. The House and
Conferees modified Senate language requiring the Racing Commissioner to
develop and submit a plan for assuring the long range viability of horse racing in this State, by
requiring the plan to
include recommendations for any statutory changes required to implement revenue
diversification options. (Sec. 902) |
