1. Urban Homestead Program. The Senate added GF/GP funding for the administration of this proposed housing program. The House did not include this funding. (15,000,000)
2. Arts & Cultural Grants. The House added $646,500 GF/GP and $2,450,000 Liquor Purchase Revolving Fund revenue to this line. 3,096,500
3. Fire Protection Grants. The House added $250,000 in Restricted revenue and $3,400,000 in GF/GP to this grant line. 3,650,000
4. Health Systems Administration. The House added 20.0 FTEs and GF/GP and Federal funding to support additional inspectors for nursing homes. 3,000,000

FY 1999-2000 CONSUMER AND INDUSTRY SERVICES BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 1999-2000 Senate-Passed:
1. Standard Language. The Governor recommended deleting all standard language. (Buy American, Deprived and Depressed, Affirmative Action Programs, Year 2000, Personal Service Contracts, Privatization Plans, Grants Funding, and Use of FTEs and Funding). The Senate recommended reinstating these standard sections: Deprived and Depressed, Buy American, Grant Funding, use of FTEs and funding, Affirmative Action Programs, Personal Service Contracts, and Privatization Plans and adding new Internet reporting language. The House reinserted Year 2000 and deleted Personal Service Contracts and added new language requiring a report on the activities of the Internal Auditor.
2. Arts Language. The Senate recommended adding institutions that service a regional audience to the Anchor Organization grant category. The House added new language requiring the council to cap Anchor Organization grants at 19.8% of the applicant's operating revenue and language specifying the $2,450,000 be distributed only to those organizations that have not received a grant for more than 10% of the applicant's operating revenue.
3. Nursing Home Quality Incentive Grants. The Senate recommended adding new language requiring the Department to submit a report identifying the criteria to be used in awarding these grants by October 1, 1999 and requiring the program financially reward homes that have delivered high quality nursing care services. The House consolidated these sections into one describing how the department should implement this program. (Sec. 321)
5. Urban Homestead Program. The Senate added new language stating that $15,000,000 shall be provided for this program, contingent upon the U.S. Department of Housing and Urban Development block granting all funds currently allowed to Michigan. The House did not include this language.
6. Insurance Activities for Legislators. The House added new language that provides up to $15,000 in restricted insurance revenue that may be used to pay for designated legislators to participate in insurance activities pursuant to PA 279 of 1998 which amended the Insurance Code. (Sec. 310)
7. Report by the Bureau of Safety and Regulation. The House added new language requiring the bureau to provide a report on the number of individuals killed and injured on the job and added language requiring the additional funding for MIOSHA be used to hire 5 safety inspectors and 5 industrial hygienists. (Sec. 324) (Sec. 331)
8. Nursing Home Complaints. The House added new language requiring the department to assist anyone making an oral complaint in putting it in writing and requires that written complaints be investigated within 15 days and a response be provided to complainant in 30 days. (Sec. 326)
9. Nursing Home Survey. The House added new language requiring that a quality incentive grant not be provided to any nursing home that has not made a written commitment to post the executive summary of the last inspection. (Sec. 328)
10. Closing of Unemployment Agency Offices. The House added new language specifying legislative intent that a sufficient number of offices remain open in the Upper Peninsula during the agency's transition to the Remote Initial Claims System. (Sec. 329)
11. Nursing Home Inspectors. The House added new language stating that when hiring the 20.0 new Inspectors preference shall be given to individuals with a minimum of 1 year experience in the long term care industry and added language requiring that the department fund not less than 127 Inspectors. (Sec. 330 and Sec. 316)
