  • Fire Safety Fee Increase. The bill includes an increase in the construction plan review fee and the construction inspection fee charged to hospitals and schools for Fire Safety inspections. This increase will be used to fund two additional FTEs in the Construction Coordination program. Also, pending rule changes will add new categories of State owned buildings to the construction plan review program therefore, two additional FTEs are being recommended for that program.

1. Fire Safety Fees. The bill includes a construction fee increase and a reduction in the annual Hospital Inspection Fee from $10 to $8. (Sec. 304)
2. Nursing Home Complaint Backlog. The bill includes new language requiring the department to report on the status of the nursing home complaint investigation backlog and suggested revisions to State law or rules that will assist in improving the effectiveness of the complaint process. (Sec. 325)

3. MIOSHA Inspectors. The bill does not include language specifying the additional appropriation provided for this agency would be used for three additional FTEs.
4. Nursing Home Quality Incentive Grants. The bill includes new language requiring the Department to submit a report identifying the criteria to be used in awarding these grants by October 1, 1999 and requiring the program financially reward homes that have delivered high quality nursing care services. 5. Nursing Home Inspection Report. The bill includes new language requiring the department to report on the inspections of nursing homes. (Sec. 323)
6. Arts Language. The bill includes language adding institutions that serve a regional audience to the Anchor Organization grant category requiring the council to cap Anchor Organization grants at 19.8% of the applicant's operating revenue. (Sec. 306)
7. Report by the Bureau of Safety and Regulation. The bill includes new language requiring a report on the number of individuals killed and injured on the job. (Sec. 324)
8. Nursing Home Complaints. The bill includes new language requiring the department to assist anyone making an oral complaint in putting it in writing and requires that written complaints be investigated within 15 days and a response be provided to complainant in 30 days. (Sec. 326)
9. Closing of Unemployment Agency Offices. The bill includes new language specifying legislative intent that a sufficient number of offices remain open in the Upper Peninsula during the agency's transition to the Remote Initial Claims System. (Sec. 328)
10. EMS Language. The bill includes new language requiring the department to work with grantees to submit a plan to ensure a sufficient number of EMS personnel exist to serve rural areas of State. (Sec. 330)
