1. Challenge Program. The House made technical revisions proposed by the department to a new bootcamp-style program for at-risk youth. The program is included in both the Governor's recommendation and in the Senate-passed version of the bill. The changes which involve no change to funding amounts, switched fund allocation into different appropriation lines than in the Senate version of the bill and provided 35.0 classified and 4.0 unclassified employees to run the program. | 0 |
2. Enlisted Per Diem Payments. The House added $100 to this line to allow for receipt and payment of these funds (which pay $2 per day for guard members while in training) should legislation repealing this required payment (as recommended by the Governor, House, and Senate) fail to be enacted. | 100 |

Changes from FY 1999-2000 Senate-Passed: |
1. Assistance to Non-Profit Organizations. The Senate Substitute included new language stating that the department "shall" provide advice and assistance to non-profit organizations in the State who seek the acquisition of surplus military equipment for display or museum purposes. The Senate language further stipulated that the department shall also provide advice and assistance to the Saginaw Valley Naval Ship Museum in its efforts to raise funds necessary to establish its museum. The House Substitute eliminated the language referring to the Saginaw Valley museum and changed "shall" provide advice and assistance to "may" provide advice and assistance. (Sec. 208) |
2. Year 2000 Computer Compliance. The Senate retained current year language requiring reports of efforts and expenditures for computer upgrades related to Year 2000 compliance. The House added language requiring a specific report on April 1, 2000 regarding problems related to Year 2000 compliance. (Sec. 210) |
3. Enlisted Per Diem Payments. The Senate Substitute had eliminated current year language allowing for payment of per diem costs if enabling legislation is not repealed. The House Substitute restored the language. (Sec. 212) |
4. Early Retiree Employment. The Senate Substitute retained current year language limiting the hours an early retiree can work as an employee of a temporary service agency employed by the State. The House Substitute eliminated this language. (Sec. 212, Senate Substitute) |
5. National Guard Education Assistance Program. The Senate Substitute included language that provides guidelines for a new program of tuition assistance for members of the Guard. The House Substitute made technical changes to the language in accordance with Department recommendations and added language that expands the Senate-proposed program to include military or coast guard reserve personnel. The House also added language that prohibits expenditure for this program unless the Act that requires enlisted per diem payments (PA 140 of 1953) is repealed. (Sec. 216) |
6. Aircraft Report. The House Substitute included language that requires the Department, with the Department of Transportation, to develop a plan for aircraft use and to provide a report. (Sec. 217) |
7. Internal Audit Report. The House Substitute added language requiring a report of the activities and audits of the Department's internal auditor. (Sec. 218) |
8. Armory Rental. The Senate Substitute eliminated current year language authorizing the Department to charge a reasonable fee for armory rental. The House retained the language. (Sec. 302) |
9. Michigan Emergency Volunteers and Michigan Civil Air Patrol. The House Substitute reinstated current year language which designates an appropriation of $5,000 to the Michigan Emergency Volunteers (this amount is also appropriated in Section 1 of the Senate version) and $20,000 to the Michigan Civil Air Patrol. The House language provides that the funds for the Civil Air Patrol shall be used for the purchase of search and rescue equipment. (Sec. 303) |
