1. Tuition Reimbursement. The Senate added GF/GP funding to establish a tuition program that would provide tuition assistance to National Guard members to recruit and retain members. 2,000,000
2. Grants to Veterans' Service Organizations. The Senate added an increase of $72,000 GF/GP to the base grant for the American Legion and provided a 3% increase to all grant recipients. 178,900
3. Challenge Program. The Governor recommended a new program for at-risk youth; a voluntary "boot camp" program for high school dropouts between the ages of 16 and 18. The program would be funded by $840,000 GF/GP and $1,960,000 Federal. The Senate concurred. 2,800,000
4. Per Diem Payment Elimination. The Governor recommended elimination of $2 per day GF/GP payments to National Guard members while in training. The Senate concurred. (340,000)
5. State Veterans Homes Adjustments. The Governor recommended a shift of $500,000 in GF/GP to $225,000 Federal and $275,000 Restricted at the State's two veterans homes, and an adjustment to reflect actual revenues received. The Senate concurred. 1,280,500
6. Michigan Civil Air Patrol. The Governor recommended the elimination of a one-time grant to the Michigan Civil Air Patrol. The Senate concurred. (20,000)
7. County Veterans Counselors. The Senate added GF/GP funds to support training for county veterans counselors. 50,000
8. Unclassified Salaries. The Governor recommended an increase of 3% for the Department's unclassified salaries. The Senate concurred. 17,000

FY 1999-2000 MILITARY AFFAIRS BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 1998-99 Year-to-Date:
  • Deletion of Language. The Governor recommended the elimination of the following FY 1998-99 boilerplate sections. The Senate concurred.

Sec. 206 Requires a drug test of all employee applicants.

Sec. 211. Requires report on amount and source of all capped Federal funds, special revenue funds, and Healthy Michigan funds.

Sec. 212. Provides that appropriation for per diem payments be unappropriated if Sec. 1 of 1953 PA 140 MCL 32.261 is repealed.

Sec. 213. Requires monthly report of personal services contracts.

Sec. 301. Allows department to charge fee for armory rental.

Sec. 302. Provides $20,000 grant to Civil Air Patrol.

2. Retention of Language. The Senate retained standard boilerplate language in the bill including the following language recommended for elimination by the Governor:

Sec. 209. Requires steps to provide business to deprived and depressed areas.

Sec. 210. Requires reports on computer needs.

Sec. 212. Limits use of personal services contracts.

Sec. 213. Requires report of privatization plan.

Sec. 703. Requires annual report of Michigan Veterans Trust Fund.

3. Disclosure of Grant Recipient Expenditures. The Senate added language to an existing requirement that Veteran Service Organization grant recipients file expenditure reports by also requiring that they submit Federal IRS Form 990. (Sec. 501)
4. Non-Profit Group Assistance. The Senate added language to require the department to provide assistance to groups who seek acquisition of surplus military equipment for display or museum purposes. (Sec. 208)
5. Create and Maintain Reports. The Senate added language to require departments to create and retain reports on all money appropriated. (Sec. 214)
6. Internet Reports. The Senate added language to require any Legislature-required reports to be placed on the Internet. (Sec. 215)
7. Tuition Reimbursement. The Senate added language outlining guidelines for a new National Guard Tuition Program. (Sec. 216)
