1. Grants for Cleanup and Maintenance of Tax Reverted Properties. The House maintained a FY 1998-99 GF/GP program to provide funds for cleanup of State-owned properties. 1,000,000
2. Forest Fire Protection. The House added GF/GP to establish 3 standby locations for wildfire suppression aircraft. 100,000
3. Snowmobile Law Enforcement. The House increased restricted funds to provide grants to local law enforcement. 400,000
4. Off-Road Vehicle Trail Improvement Grants. The House increased restricted funds to provide grants to counties that supply law enforcement to ORV areas in State parks. 25,000
5. Urban Tax Reverted Residential Property Rehabilitation. The House deleted this GF/GP program, which was a continuation from FY 1998-99. (20,000)
6. General Law Enforcement (Hunter Murders). The House deleted this new Senate program to provide rewards for information on persons who murder hunters. (10,000)

FY 1999-2000 NATURAL RESOURCES BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 1999-2000 Senate-Passed:
1. Sec. 210. Natural Features Inventory (NFI). The House substituted Senate language with a requirement that the department submit a transition plan for NFI operation by 3/1/2000, and eliminated the 9/30/2000 deadline.
2. Sec 219. Work Projects. The House restored FY 1998-99 language requiring division of a list of work projects.
3. Sec. 223. State-Owned Aircraft. The House inserted new language requiring plans for maintenance and use of State-owned aircraft.
4. Sec. 221. Settlement Funds. The House inserted new language establishing a work group on court settlements.
5. Sec. 222. Internal Auditor. The House inserted new language requiring an annual report by the internal auditor.
6. Sec. 302. Buck Wilder Report. The House amended Senate language to require that the annual report be prepared by a disinterested third party
7. Sec. 303. Game, Fish, Nongame Projects. The House inserted new language requiring an annual report on habitat and treatment projects completed and planned.
8. Sec. 601. Swimmer's Itch. The House amended Senate language to designate the funds are for the third (rather than the second) year of a 5 year research study.
9. Sec. 603. Wolf Damage. The House inserted new language to require the department reimburse the Department of Agriculture for indemnification costs from wolf damage.
10. Sec. 604. Bovine Tuberculosis. The House inserted language to require the Department of Agriculture reimburse the DNR for testing beyond that necessity to eradicate bovine TB from the free-ranging deer herd.
11. Sec. 605. Captive Cervidae. The House inserted language to establish a Captive Cervidae work group.
12. Sec. 702, 703. Native American Task Force & Great Lakes Fishing License. Deleted by the House.
13. Sec. 702. Dam Certification. The House amended the Senate language to refer to non-water quality studies.
14. Sec. 703. Stream Habitat Improvement. The House restored FY 1998-99 language on grant allocation.
15. Sec. 704. Fish Advisories. The House inserted language requiring annual information on fish advisory booklets.
16. Sec. 903. Abandoned Mineshaft Closures. The House deleted reference to "inventory and reclaim".
17. Sec. 905. Wildfire Aircraft. The House inserted language to designate $100,000 to establish aircraft standby locations for wildfire suppression.
18. Sec. 1003. Gravel Pits. The House amended Senate language to also allow reimbursement of contractor.
19. Sec. 1004. Tax Reverted Grants. The House inserted new language to provide direction on this grant program.
20. Sec. 1101. Law Enforcement Warrants. The House restored FY 1998-99 language requiring warrants.
21. Sec. 1102. Snowmobile Law Enforcement Grants. The House designated 100% of grants to local law enforcement.
22. Sec. 1200. Hunter Murder Information. The House deleted Senate language on new $10,000 reward program.
23. Sec. 1201. Fire Hydrant Grants. The House removed the $5,000 cap on these grants .
24. Sec. 1203. Off Road Grants. The House designated between $25,000 to $135,000 to counties for law enforcement assistance in State Parks with ORV areas.
