2. Depressed and Deprived Communities. The Governor deleted this provision requiring the Department to ensure reasonable steps are taken to encourage business in depressed and deprived communities. Retained by the Senate and House. (Sec. 210) |
3. School Personnel Records. The Governor recommended deleting this section requiring school districts to maintain personnel records of employees who have had actions taken against them as a result of sexual misconduct. The Senate and House retained the section. (Sec. 215) |
4. The Emergency Food Assistance Program (TEFAP). The Executive recommends deleting this section which requires the Department to continue the TEFAP program as it currently exists. The Senate and House retained the section. (Sec. 216) |

9. Awarding of School Readiness Grants. The Governor recommended changing the awarding of School Readiness Grants from the State Board of Education to the Superintendent of Public Instruction. The Senate and Conference Report concurred with the Executive, and further increased the per pupil grant from $3,100 to $3,300. (Sec. 703) |
10. Reading Plan for Michigan. The House included a new subsection requiring the Department to work with unsuccessful grant applicants with the goal of becoming a summer reading grant awardee. The Conference Report includes the section. (Sec. 704) |
11. Early Childhood Grants Administration. This section allows the Department to administer the Early Childhood Ages 0-3 Grants appropriated in the School Aid Act. The House increases the maximum appropriation referenced in this section from $2,000,000 to $4,000,000. The Conference Report concurs with the House. (Sec. 705) |
12. Autism Impaired Teacher Certification Program. The Senate included a new section directing the Department to work with Grand Valley State University in the establishing or enhancing of a teacher certification program for autism impaired students. The House included a new section detailing grants for curriculum development, civic education, pilot alternative education programs, teacher education, special education, mentoring programs, and math and science education.
