CONTENT
The bill would amend the Public Health Code to place on the Code's Schedule 3 controlled substances list any material, compound, mixture, or preparation containing any quantity of ketamine, salt of ketamine, isomer of ketamine, or salt of an isomer of ketamine. (Ketamine is an anesthetic, primarily used for veterinary medicine.)
The Code classifies controlled substances under one of four schedules. Schedule 1 drugs are those determined to have no accepted medical use and a high potential for abuse. Schedule 2 substances have restricted medical use and a high potential for abuse. Schedule 3 substances are those determined to have a potential for abuse less than those placed on Schedule 1 or 2, and have an accepted medical use. Schedule 4 substances have a low potential for abuse relative to those in Schedule 1, and have an accepted medical use.

FISCAL IMPACT
House Bill 4019 would have an indeterminate fiscal impact on State and local government.
There are no data available to indicate how many people would be convicted of manufacturing, delivering, or possessing a Schedule 3 drug if ketamine were added to the drugs listed on the schedule. In 1997, there were 100 people convicted of manufacturing, delivering, or possessing a Schedule 1, 2, or 3 drug, and of those 16 were sentenced to prison, 71 were given probation, seven were sentenced to jail, and six were given other sanctions.
