FY 1999-2000 CAREER DEVELOPMENT BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 1998-99 Year-to-Date:
1. Standard Language. The Governor recommended deleting all standard language. (Buy American, Deprived and Depressed, Affirmative Action Programs, Year 2000, Personal Service Contracts, Privatization Plans, Grants Funding, Use of FTEs and Funding). The Senate recommended reinserting these standards sections: Deprived & Depressed, Buy American, Grant Funding, Privatization Plans, Personal Service Contracts, Use of FTEs and Funding, and added new language requiring Internet reporting. The House reinserted Year 2000 and deleted Personal Service Contracts, and added new language requiring a report on the activities of the Internal Auditor.
2. School-to-Work. The Governor and Senate recommended deleting this language. The House reinstated this language. (Sec. 312)
3. Work First. The Governor recommended: a)Deleting the requirement that 25% of the recipients be placed in jobs paying $5.00 per hour or more;b)Deleting the written summary required of the Michigan Works Agency identifying barriers to employment for clients not placed following the completion of the job search program; c)Deleting the placement report; d)Deleting the carryforward language; e)Deleting reports regarding grantee and recipient information. The Senate replaced 25% requirement and all reporting language. The House added new language regarding applying post-employment training hours towards Federal work requirements and added a requirement to the participant report to include information on the compilation of barriers to employment by incidence and time experienced by participants. Also added former FIP recipients and non-cash public assistance recipients as eligible for this program. (Sec. 308)
4. Carryforward language. The Governor and Senate recommended deleting language allowing the Department to carryforward funds that are committed or encumbered in a contractual agreement. The House reinstated this language. (Sec. 313)
5. Funding to Michigan Works Agencies. The Governor and Senate recommended deleting language requiring these agencies to maintain partnerships with local public agencies. The House reinstated this language. (Sec. 314)
6. Training for State Employees. The Governor and Senate recommended deleting language requiring the Department to work cooperatively with the Department of Civil Service in order to provide training for State employees displaced as a result of a reorganization. The House reinstated this language but deleted the reporting requirement. (Sec. 309)
7. Hearings on Employment Service Plans. The Governor and Senate recommended deleting language requiring the Michigan Works! Agencies to hold hearings regarding the proposed employment service plan. The House reinstated this language but deleted the reporting requirement. (Sec. 316)
8. Independent Living Centers. The Governor and Senate recommended deleting language requiring that a portion of the funding be provided to the Superior Alliance for Independent Living in Marquette County. The House reinstated this language. (Sec. 315)
9. Work First Outcomes Study. The Governor and Senate recommended deleting language requiring the Department to complete an outcomes study on the participants of this program. The House added new language requiring a report on the Enhanced Vocational Technical program. (Sec. 317)
10. Independent Living Centers. The House added new language requiring a detailed report on how the increased funding will be used and requires the report be submitted to the Subcommittees before funding can be made available for distribution.
11. Grants to Small Business Development Centers. The House added new language requiring that the funds appropriated be distributed among these regional centers for State expansion, increased service hours, outreach to small businesses, and technology improvements.
