CONTROLLED ATMOSPHERE STORAGE - H.B. 5143: FLOOR ANALYSIS

CONTENT
The bill would amend Public Act 228 of 1959, which provides for the promotion of the Michigan fruit and vegetable industry and defines certain types and methods of fruit and vegetable storage, to do the following:
-- Establish requirements for the construction of a sealed storage room, sealed storage, space, or sealed storage building.
-- Require a person to keep a daily record of the atmospheric conditions of fruits and vegetables stored in a sealed storage room.
-- Require certain atmospheric conditions in sealed storage rooms maintained for apples, and establish procedures for the sealing of an apple storage room.
-- Increase from $25 to $35 the license fee for the operation of a controlled atmosphere sealed storage room.
-- Permit the Director of the Michigan Department of Agriculture to impose a $1,000 administrative fine for violations of the Act.
-- Establish penalties for misdemeanor violations of the Act.
The bill also would repeal labeling requirements and permits requirements for fruit or vegetable packers (MCL 286.377 and 286.378).

FISCAL IMPACT
The bill would result in an increase of approximately $2,500 in license revenue fee.
