CONTENT
The bill would amend Article 17 of the Public Health Code, which provides for the licensure and regulation of health facilities and agencies, to allow the Department of Consumer and Industry Services to consult and work with the Michigan Public Health Institute (MPHI) in performing the Department's regulatory and disciplinary duties under Article 17. The Department also could contract with the MPHI for the performance of specific functions required or authorized by Article 17, if determined necessary by the Department Director.
(Public Act 264 of 1989 amended the Code to allow the Department to establish a nonprofit corporation (the MPHI) to plan, promote, and coordinate health services research with a State university or consortium of State universities, and to research, evaluate, and demonstrate objectives specified in the Act.)
Under Article 17, health facilities and agencies include the following: a hospital; nursing home; home for the aged; health maintenance organization; ambulance operation; aircraft transport, nontransport prehospital life support operation, and medical first response services; clinical laboratory; county medical care facility; freestanding surgical outpatient facility; hospice and hospice residence; and any of the above facilities or agencies (except a hospice or hospice residence) located in a university, college, or other educational institution.
