CO. COMMISSIONERS: CHAIRPERSON - H.B. 5952: COMMITTEE SUMMARY
House Bill 5952 (as passed by the House)
Sponsor: Representative Rick Johnson
House Committee: Local Government and Urban Policy
Senate Committee: Local, Urban and State Affairs
Date Completed: 11-29-00
CONTENT
The bill would amend Public Act 156 of 1851, which defines the powers and duties of county boards of commissioners, to require the chairperson of a county board of commissioners to be elected each odd-numbered year for a two-year term, unless the board required by resolution that the chairperson be elected annually for a one-year term. The vice-chairperson would have to be elected annually for a one-year term. Currently, a county board of commissioners at its first meeting in each year must choose a member as chairperson and one member as vice-chairperson.
The bill provides that the election of a chairperson or vice-chairperson would have to take place at the first meeting of the county board of commissioners in a year in which a chairperson or vice-chairperson, respectively, would be elected. The term of a chairperson or vice-chairperson would begin upon election. A resolution providing for a one-year term for a chairperson would not shorten the term of office of a sitting chairperson elected for a two-year term.
The bill would take effect January 1, 2001.
