Howell, Bovin, Cherry, Baird, Lemmons, Ehardt, Hale, DeHart, Schauer, Minore, Jacobs,
Jellema, Scott, Voorhees, Brater, Vaughn and Kilpatrick and referred to the Committee on
Conservation and Outdoor Recreation.


        A bill to amend 1984 PA 22, entitled

   "Michigan civilian conservation corps act,"

   by amending section 6 (MCL 409.306), as amended by 1998 PA 71.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 6.  (1) A person is eligible to become a corpsmember if

 2    he or she:

 3         (a) Is a resident of this state.

 4         (b) Except for supervisors, is  not  EITHER OF
             THE

 5    FOLLOWING:

 6         (i) NOT less than 18 years of age and not more than 25
             years

 7    of age on the date of application.

 8         (ii) FIFTY-FIVE YEARS OF AGE OR OLDER ON THE DATE OF

 9    APPLICATION.

10         (c) Is not employed at the time of hire.

 1         (d) Is not a son or daughter of an elected or appointed

 2    official of this state or of a city, village, county, township,

 3    school district, intermediate school district, or other govern-

 4    mental authority.

 5         (e) If employed as a supervisor, was not on the department's

 6    or recipient's payroll within 30 days before being hired through

 7    a program established with funds received under this act unless

 8    he or she was promoted from a general corpsmember to a corps

 9    supervisor.

10         (2) If the number of persons applying for positions in a

11    work training program established under this act exceeds the

12    number of positions created, the chief shall give priority in

13    hiring to recipients of  general assistance and aid to
             families

14     with dependent children  PUBLIC ASSISTANCE.  In
                       hiring supervi-

15    sors, the chief also shall give priority to qualified recipients

16    of  general assistance and aid to families with dependent

17     children  PUBLIC ASSISTANCE.

18         (3) The chief shall ensure that eligible minority persons,

19    eligible persons who are members of households the heads of which

20    are single, eligible persons with disabilities, and equal numbers

21    of eligible males and females, to the extent that these persons

22    apply for the program, are hired as corpsmembers.

23         (4) The chief shall notify the director of the 
             department

24     of social services  MICHIGAN ECONOMIC DEVELOPMENT
                       CORPORATION of

25    any work training program established under this act.  The direc-

26    tor of the  department of social services  MICHIGAN
             ECONOMIC

27    DEVELOPMENT CORPORATION shall take any action necessary to notify

 1    all employable recipients of  general assistance and aid to

 2     families with dependent children  PUBLIC ASSISTANCE
                       who are eli-

 3    gible under this act, who are not currently assigned to employ-

 4    ment, training, or an educational program, of the work training

 5    programs established under this act.

 6         (5) An employable recipient of  general assistance or
             aid to

 7     families with dependent children  PUBLIC ASSISTANCE
                       who is eligi-

 8    ble for employment under this act and who is not currently

 9    assigned to employment, training, or an educational program, who,

10    without good cause, refuses an offer of employment under this act

11    is subject to section 55a of the social welfare act, 1939 PA 280,

12    MCL 400.55a.
