A bill to amend 1969 PA 312, entitled "An act to provide for compulsory arbitration of labor disputes in municipal police and fire departments; to define such public departments; to provide for the selection of members of arbitra- tion panels; to prescribe the procedures and authority thereof; and to provide for the enforcement and review of awards thereof," by amending section 2 (MCL 432.232). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 2. (1) AS USED IN THIS ACT: 2 (A) "Public police and fire departments" means any depart- 3 ment of a city, county, village, or township having employees 4 engaged as, policemen, or in fire fighting or subject to the 5 hazards thereof, emergency OR SUBJECT TO THE HAZARDS OF, ANY OF 6 THE FOLLOWING: 7 (i) POLICE OFFICERS, CORRECTIONS OFFICERS, OR FIREFIGHTERS. 8 (ii) EMERGENCY medical service personnel employed by a 9 police or fire department. , or an emergency 03381'99 DMS 2 1 (iii) EMERGENCY telephone operator OPERATORS employed by a 2 police or fire department. 3 (B) (2) "Emergency medical service personnel" for pur- 4 poses of this act includes a person who provides DOES ANY OF 5 THE FOLLOWING: 6 (i) PROVIDES assistance at dispatched or observed medical 7 emergencies occurring outside a recognized medical facility, 8 including instances of MEDICAL EMERGENCIES SUCH AS heart 9 attack, stroke, injury accidents, electrical accidents, drug 10 overdoses, imminent childbirth, and other instances where there 11 is INVOLVING the possibility of death or further injury. ; 12 initiates 13 (ii) INITIATES stabilizing treatment or transportation of 14 THE injured from the emergency site. notifies 15 (iii) NOTIFIES police or interested departments of certain 16 situations encountered including criminal matters, poisonings, 17 and the report EXISTENCE of contagious diseases. 18 (C) "Emergency telephone operator" for the purpose of this 19 act includes a person employed by a police or fire department 20 for the purpose of relaying emergency calls to police, fire, or 21 emergency medical service personnel. 22 (2) (3) This act shall DOES not apply to persons 23 employed by a private emergency medical service company who work 24 under a contract with a governmental unit or personnel working in 25 an emergency service organization whose duties are solely of an 26 administrative or supporting nature and who are not otherwise 27 qualified under subsection (2) (1). 03381'99
