A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 36 (MCL 388.1636), as amended by 1999 PA 119. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 36. (1) From the state school aid fund money appropri- 2 ated in section 11, there is allocated an amount not to exceed 3 $55,000,000.00each fiscal yearfor 1998-99,AND AN AMOUNT 4 NOT TO EXCEED $60,000,000.00 EACH FISCAL YEAR FOR 1999-2000,5 and 2000-2001 for school readiness grants to enable eligible dis- 6 tricts, as determined under section 37, to develop or expand, in 7 conjunction with whatever federal funds may be available, includ- 8 ing, but not limited to, federal funds under title I of the 9 elementary and secondary education act of 1965, Public Law 89-10, 10 108 Stat. 3519, chapter 1 of title I of the Hawkins-Stafford 04346'99 TAV 2 1 elementary and secondary school improvement amendments of 1988, 2 Public Law 89-10, 102 Stat. 140, and the head start act, subchap- 3 ter B of chapter 8 of subtitle A of title VI of the omnibus 4 budget reconciliation act of 1981, Public Law 97-35, comprehen- 5 sive compensatory programs designed to improve the readiness and 6 subsequent achievement of educationally disadvantaged children as 7 defined by the department who will be at least 4, but less than 5 8 years of age, as of December 1 of the school year in which the 9 programs are offered, and who show evidence of 2 or more risk 10 factors as defined in the state board report entitled "children 11 at risk" that was adopted by the state board on April 5, 1988. A 12 comprehensive compensatory program funded under this section 13 shall include an age-appropriate educational curriculum, nutri- 14 tional services, health screening for participating children, a 15 plan for parent and legal guardian involvement, and provision of 16 referral services for families eligible for community social 17 services. In addition, from the general fund money appropriated 18 in section 11, there is allocated an amount not to exceed 19 $200,000.00 for 1998-99 for the purposes of subsection (2) and an 20 amount not to exceed $5,200,000.00 each fiscal year for 1999-2000 21 and 2000-2001 for the purposes of subsections (2) and (3). 22 (2) From the general fund allocation in subsection (1), 23 there is allocated each fiscal year for 1998-99, 1999-2000, and 24 2000-2001 an amount not to exceed $200,000.00 for a competitive 25 grant to continue a longitudinal evaluation of children who have 26 participated in the Michigan school readiness program. 04346'99 3 1 (3) From the general fund allocation in subsection (1), 2 there is allocated each fiscal year for 1999-2000 and 2000-2001 3 an amount not to exceed $5,000,000.00 under this subsection to 4 expand current school readiness programs and head start programs 5 to operate a full day. The funds shall be allocated through a 6 competitive grant process to eligible districts that receive 7 funding under subsection (1), to eligible public or nonprofit 8 entities or agencies that receive funding for school readiness 9 programs under the department appropriations act, or to eligible 10 head start funded programs. The department shall determine the 11 competitive grant criteria. The department may accept available 12 federal funds from the family independence agency to support the 13 program under this subsection. These federal funds include, but 14 are not limited to, federal temporary assistance to needy fami- 15 lies funds. 16 (4) A district, entity, or agency receiving funding under 17 subsection (3) that offers head start or school readiness pro- 18 grams may use the funds to expand the program to operate a full 19 day. 20 (5) A district, entity, or agency receiving funding under 21 subsection (3) shall contribute a local match, which may consist 22 of local, private, or federal funds or in-kind services, totaling 23 at least 50% of the allocation under subsection (3). 24 (6) An application for a grant under subsection (3) shall be 25 in the form and manner prescribed by the department. The depart- 26 ment shall make the application form available to districts by 27 December 15 of the school year. The application shall include a 04346'99 4 1 program budget that states all sources of funding to be used for 2 the program. Applications shall be submitted to the department 3 not later than February 1 of the school year. The department 4 shall approve or disapprove the application and notify the apply- 5 ing district, entity, or agency of that decision by April 1 of 6 the school year. Funds allocated under subsection (3) for the 7 current fiscal year may be expended through the end of the fol- 8 lowing fiscal year. 9 (7) A district receiving a grant under this section may con- 10 tract for the provision of the comprehensive compensatory program 11 or full day school readiness program and retain for administra- 12 tive services an amount equal to not more than 5% of the grant 13 amount. 14 (8) As used in this section, "full day" means a program that 15 offers supplementary day care and therefore offers full-day pro- 16 gramming of at least 10 hours per day as part of its school read- 17 iness program. 04346'99 Final page.
