A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 24f (MCL 211.24f), as amended by 1994 PA 189. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 24f. (1) IF A TAXING UNIT SUBMITS A PROPOSAL ON THE 2 QUESTION OF IMPOSING A NEW MILLAGE OR INCREASING OR RENEWING AN 3 EXISTING MILLAGE, THE BALLOT SHALL FULLY DISCLOSE EACH LOCAL UNIT 4 OF GOVERNMENT TO WHICH THE REVENUE FROM THAT MILLAGE WILL BE 5 DISBURSED. AS USED IN THIS SUBSECTION: 6 (A) "LOCAL UNIT OF GOVERNMENT" MEANS A COUNTY, CITY, VIL- 7 LAGE, TOWNSHIP, SCHOOL DISTRICT, INTERMEDIATE SCHOOL DISTRICT, 8 COMMUNITY COLLEGE DISTRICT, PUBLIC LIBRARY, OR LOCAL AUTHORITY 9 CREATED UNDER STATE LAW. 00172'99 FDD 2 1 (B) "PUBLIC LIBRARY" MEANS THAT TERM AS DEFINED IN SECTION 2 2 OF THE STATE AID TO PUBLIC LIBRARIES ACT, 1977 PA 89, MCL 3 397.552. 4 (2)(1) When submittingIN ADDITION TO THE REQUIREMENT SET 5 FORTH IN SUBSECTION (1), IF a proposal IS SUBMITTED on the ques- 6 tion of authorizingaAN INCREASED millage rate to be levied 7 under this act, the ballot shall state the amount of the millage 8 increase proposed and shall provide an estimate of the revenue 9 increase the taxing unit will collect if that increase is 10 approved and levied by the taxing unit in the first calendar year 11 of the increase. 12 (3)(2)A taxing unit shall hold not more than 2 elections 13 in a calendar year concerning the authorization of a millage rate 14 greater than the product of the immediately preceding year's 15 reduced maximum authorized rate or rates as defined in section 16 34d(16) multiplied by the current year's millage reduction frac- 17 tion, regardless of the number of questions presented at the 18 election. 19 (4)(3)A taxing unit that levies millage under this act 20 shall not submit a single question to the electors of the taxing 21 unit requesting both the renewal of voter authorized millage and 22 the authorization of new additional millage if the additional 23 millage is greater than 0.5 mill. If authorization to levy mill- 24 age has expired and the taxing unit submits to the electors the 25 authorization of millage greater than the number of expired mills 26 reduced pursuant to the millage reduction in section 34d(11), and 27 if the additional millage is greater than 0.5 mill, the taxing 00172'99 3 1 unit shall submit 1 question for authorization of the number of 2 expired mills reduced pursuant to the millage reduction in sec- 3 tion 34d(11) and 1 or more additional questions for the authori- 4 zation of millage in excess of that amount. 00172'99 Final page.
