   October 28, 1999, Introduced by Senator BENNETT and referred to the Committee on Local, 
        Urban and State Affairs.



        A bill to amend 1955 PA 233, entitled

   "An act to provide for the incorporation of certain municipal
   authorities to acquire, own, extend, improve, and operate sewage
   disposal systems, water supply systems, and solid waste manage-
   ment systems; to prescribe the rights, powers, and duties there-
   of; to authorize contracts between such authorities and public
   corporations; to provide for the issuance of bonds to acquire,
   construct, extend, or improve the systems; and to prescribe pen-
   alties and provide remedies,"

   by amending section 4b (MCL 124.284b), as added by 1985 PA 178.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 4b.  Except as otherwise provided in this act, the

 2    authority may prescribe a civil fine not to exceed  $500.00
             

 3    $1,000.00 for the violation of a rule or regulation adopted and

 4    promulgated under this act.  If a civil fine is prescribed, it

 5    shall be prescribed in the rule or regulation.  A fine assessed

 6    under this section shall be distributed pursuant to section 8379

 7    of the revised judicature act of 1961,  Act No. 236 of the
