A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
by amending section 244 (MCL 257.244), as amended by 1992
PA 306.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 244. (1) A manufacturer owning any vehicle of a type
2 otherwise required to be registered under this act may operate or
3 move the vehicle upon
the highways A
STREET OR HIGHWAY solely
4 for the purposes of transporting or testing or in connection with
5 a golf tournament or a public civic event, if the vehicle dis-
6 plays, in the manner prescribed in section 225, 1 special plate
7 approved by the secretary of state.
8 (2) A RECOGNIZED PRODUCER OR A PRODUCER UNDER CONTRACT WITH
9 A MANUFACTURER OF A SUBCOMPONENT SYSTEM FOR A MOTOR VEHICLE THAT
10 IS ESSENTIAL TO THE OPERATION OF THE MOTOR VEHICLE OR THE SAFETY

1 OF AN OCCUPANT OF THE MOTOR VEHICLE MAY OPERATE OR MOVE A MOTOR
2 VEHICLE UPON A STREET OR HIGHWAY SOLELY TO TRANSPORT OR TEST THE
3 SUBCOMPONENT IF THE MOTOR VEHICLE DISPLAYS, IN THE MANNER PRE-
4 SCRIBED IN SECTION 225, 1 SPECIAL PLATE APPROVED BY THE SECRETARY
5 OF STATE.
6 (3) A dealer owning any vehicle of a type otherwise required
7 to be registered under this act may operate or move the vehicle
8 upon the highways

without registering each

vehicle if the vehicle
displays, in the manner pre-
10 scribed in section 225, 1 special plate issued to the owner by
11 the secretary of state.
For the
purposes of AS USED IN this

14 (4) (2)
A transporter may operate
or move any vehicle of

19 (5) (3)
The plates described in
this section shall not be
20 used on service cars or wreckers which are being operated as an
21 adjunct of a licensee's business. A manufacturer, transporter,
22 or dealer, making or permitting any
unauthorized use of the
23 plates A

1 cause the plates to be surrendered to and repossessed by the
2 state.
3 (6) (4)
Transporters shall
furnish a sufficient surety
4 bond or policy of insurance as protection for public liability
5 and property damage as may be required by the secretary of
6 state.
7 (7) (5)
The secretary of state
shall determine the number
8 of plates a manufacturer, dealer, or transporter reasonably needs
9 in his or her business.
10 (8) (6)
Upon the sale of a
vehicle otherwise required to
11 be registered under this act, the vendee shall be permitted to
12 operate the vehicle upon
the public
highways A STREET OR
13 HIGHWAY for a period
not to exceed NOT
MORE THAN 72 hours after
14 taking possession, but during that
period TIME the vehicle
15 shall have THE DEALER PLATE
attached
the dealer plate as pro-
16 vided in this section. The application for registration shall be
17 made in the name of the vendee
before
the vehicle shall be IS
18 used. The dealer and the vendee shall be jointly responsible for
19 the return of the dealer plate to the
dealer within the period
20 of 72 hours,
and the failure of the
vendee to return or the
21 vendor to use due diligence to procure the dealer plate shall
22 constitute a misdemeanor, and in addition the license of the
23 dealer may be revoked. The vendee, while using the dealer's
24 plate, shall have in his or her
possession such proof as to
25 THAT clearly indicate
