ENROLLED SENATE BILL No. 827

AN ACT to amend 1949 PA 300, entitled "An act to provide for the registration, titling, sale, transfer, and regulation of certain vehicles operated upon the public highways of this state or any other place open to the general public or generally accessible to motor vehicles and distressed vehicles; to provide for the licensing of dealers; to provide for the examination, licensing, and control of operators and chauffeurs; to provide for the giving of proof of financial responsibility and security by owners and operators of vehicles; to provide for the imposition, levy, and collection of specific taxes on vehicles, and the levy and collection of sales and use taxes, license fees, and permit fees; to provide for the regulation and use of streets and highways; to create certain funds; to provide penalties and sanctions for a violation of this act; to provide for civil liability of owners and operators of vehicles and service of process on residents and nonresidents; to provide for the levy of certain assessments; to provide for the enforcement of this act; to provide for the creation of and to prescribe the powers and duties of certain state and local agencies; to repeal all other acts or parts of acts inconsistent with this act or contrary to this act; and to repeal certain parts of this act on a specific date," (MCL 257.1 to 257.923) by adding section 811j.

The People of the State of Michigan enact:

Sec. 811j. (1) The secretary of state shall develop under section 811e and, upon application, may issue under section 811f a state-sponsored children's trust fund-raising registration plate and a matching state-sponsored children's trust collector plate as provided under section 811g. The plate shall be of a design as determined by the secretary of state after consultation with the state child abuse and neglect prevention board created in section 3 of the child abuse and neglect prevention act, 1982 PA 250, MCL 722.603.

(2) Children's trust fund-raising registration plate donations collected under section 811f and matching children's trust collector plate fund-raising donations collected under section 811g shall be transferred under section 811h by the secretary of state to the state treasurer, who shall credit the donation money to the children's trust fund created under section 1 of 1982 PA 249, MCL 21.171, for the support and benefit of the children of this state.

(3) For purposes of this chapter, "state-sponsored children's trust fund-raising registration plate" means a registration plate containing a specialized design pertaining to the children of this state.

Enacting section 1. This amendatory act takes effect October 1, 2000.

Enacting section 2. This amendatory act does not take effect unless all of the following bills of the 90th Legislature are enacted into law:

(a) Senate Bill No. 826.

(b) Senate Bill No. 829.
