ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 415 DATED 5-8-02:
HOUSE COMMITTEE ACTION:
The members of the House Conservation and Outdoor Recreation Committee added one amendment to the Senate-passed version of the bill. As the bill passed the Senate, it would require that the plan for the "Michigan Heritage Water Trail Program" (which would be developed by the Great Lakes Center for Maritime Studies at Western Michigan University, in conjunction with the state Departments of Natural Resources, and of History, Arts, and Libraries, as well as with the Michigan 4-H Youth Conservation Council) assure that private property rights along Michigan heritage water trails not be disturbed or disrupted. The House committee amended this provision to also require that private property rights not be restricted by state or local governments.

Three student representatives of the Michigan 4-H Youth Conservation Council testified in support of the bill. (5-16-02)
