A SUMMARY OF HOUSE BILL 4184 AS INTRODUCED 2-13-01
The bill would add a new section to the Department of Corrections act to require that the Department of Corrections (DOC) provide a telephone system in every state correctional facility that doesn't permit the rates paid by persons who receive telephone calls from prisoners to be controlled by a single vendor, by allowing prisoners access to toll-free telephone numbers, allowing access to competitive telecommunications to use a prepaid debit account system, allowing prisoner providers, or by another method that accomplished this purpose. The bill would also require that the department report to the House Criminal Justice Committee and the Senate Judiciary Committee by October 1, 2001 on the steps it had taken to comply with the bill and on the telephone systems available to state prisoners.
