A SUMMARY OF HOUSE BILL 4241 AS INTRODUCED 2-14-01

The bill would add a new section to the substance abuse treatment part of the Public Health Code (Part 62) to require that, except for private nonprofit organizations, licensed residential substance abuse treatment programs provide 24-hour-a-day on-site staff supervision of clients who were in the program as a condition of probation or parole or as a sentencing alternative to imprisonment. Programs that were licensed when the bill took effect would have to comply with this requirement within three months of the bill's effective date or when they renewed their license, whichever were earlier. New license applicants would have to include with their applications an affirmative statement that 24-hour-a-day on-site staff supervision would be provided in compliance with the bill's requirements, along with a written plan providing sufficient staff to comply with the bill's requirements.
