A SUMMARY OF HOUSE BILL 4538 AS INTRODUCED 3-28-01
Under the Natural Resources and Environmental Protection Act, a person who wants to operate a snowmobile in the state must register the snowmobile (and pay a registration fee), and also purchase a trail permit fee. Currently, this fee is $10. Of that amount, $9 is credited to the Recreational Snowmobile Trail Improvement Fund, 50 cents of the fee is retained by the Department of Natural Resources for administrative expenses, and 50 cents is retained by the agent who sells the permit. House Bill 4409 would increase this trail permit fee, with the bulk of the increase going to the trail improvement fund. (See the House Legislative Analysis Section's summary of House Bill 4409.)
House Bill 4538 would amend the section of the NREPA that creates the trail improvement fund to make complementary amendments to that section. The bill is tie-barred to House Bill 4409.
