A SUMMARY OF HOUSE BILL 4796 AS INTRODUCED 5-17-01
The bill would amend the Public Health Code to require the Department of Community Health, in cooperation with the Department of Consumer and Industry Services, the Office of Services to the Aging, representatives of the long-term health care industry, licensed and unlicensed long-term health care workers, and residents of long-term health care facilities and their families, to establish the Michigan Long-Term Health Care Excellence Institute. The institute would be authorized to research, evaluate, and demonstrate:
· Strategies to develop, recruit, and retain direct care long-term health care workers and long-term health care facility managers and administrators.
· Strategies to improve and enrich the working environment in long-term care health care facilities.
· Practices and polices that have had a demonstrated positive impact on the retention of long-term health care direct care staff, managers, and administrators.
Within two years after the bill took effect, the institute would be required to report to the governor, the legislature, and the public. The report would have to include the institute's findings on the problem of recruiting, developing, and retaining long-term health care staff; recommendations for proposed legislation or administrative rules, executive action, and assistance from the private sector; findings on strategies to develop, recruit, and retain workers, and to improve work environments and strengthen retention of long-term health care workers; and other relevant information.
