A SUMMARY OF HOUSE BILL 4932 AS INTRODUCED 6-12-01

House Bill 4932 would amend Part 435 of the Natural Resources and Environmental Protection Act (NREPA), which regulates hunting and fishing licensing, to reduce certain hunting and fishing license fees, as follows:

Senior License Fees. Currently, a senior citizen (defined as a resident of the state who is 65 years of age or older) may obtain small game, firearm deer, archery deer, bear hunting, wild turkey hunting and fur harvester's licenses at a 60 percent discount from the fees established for resident licenses, including combination deer licenses. However, this discount is not available for the purchase of a second firearm or archery deer license. A senior citizen also receives a daily fishing license for $3, instead of $7, and a 60 percent discount on restricted and all-species fishing licenses. House Bill 4932 would delete these provisions. The bill would specify, instead, that a senior citizen would receive a senior citizen fishing license for a fee of $1, and a second license for his or her spouse at no extra charge. The bill would specify that a senior citizen fishing license would confer upon the licensee "all the combined rights and privileges conferred by a resident all-species fishing license."

Disabled Veterans License Fees. Currently, eligibility to receive a discounted senior hunting or fishing license is extended to a resident who has been determined to be permanently and totally disabled (for a disability other than blindness) and entitled to full veterans benefits by the U.S. Department of Veteran Affairs. House Bill 4932 would extend eligibility to also


include a resident whom the Social Security Administration (SSA) has determined to be disabled under Title XVI of the federal Social Security Act (42 USC 1382c) for a disability other than blindness.
