A SUMMARY OF HOUSE BILL 5089 AS INTRODUCED 9-25-01
The bill would amend the Natural Resources and Environmental Protection Act to provide guidelines for issuing bear kill tags to holders of a comprehensive lifetime hunting and fishing license. The bill states that for the 2002 bear hunting season, if a lottery is used to select recipients for a bear kill tag, the Department of Natural Resources would have to issue a tag to every holder of a comprehensive lifetime license. For each subsequent bear hunting season which employs a lottery to issue bear kill tags, the DNR would have to reserve for holders of a comprehensive lifetime hunting and fishing license either 10 percent of the total number of bear kill tags for that season, or 75 percent of the number of bear kill tags issued to holders of the comprehensive lifetime license during the 2002 bear hunting season, whichever was less.
(A comprehensive lifetime hunting and fishing license was available for purchase between March 1, 1989 and February 28, 1990, and included lifetime licenses for waterfowl and resident licenses for small game, firearm deer, bow and arrow deer, fishing, trout and salmon, and bear.)
