A SUMMARY OF HOUSE BILL 5541 AS INTRODUCED 12-21-01

House Bill 5541 would amend the Revised School Code to require that, not later than June 1, 2001, all school boards (including the boards of local act districts and intermediate districts) and all public school academy boards of directors adopt and implement a written hazing policy. At a minimum that policy would be required to prohibit hazing by students and student organizations, and to specify penalties for violation of the policy.

Under the bill, "hazing" would be defined to mean any method of initiation or pre-initiation into a student organization, or any pastime or amusement engaged in with respect to the student organization that causes or is likely to cause a student bodily danger, physical harm, or personal degradation or disgrace resulting in physical or mental harm.
