A SUMMARY OF HOUSE BILLS 5784 - 5785 AS INTRODUCED 3-12-02

Currently under the law, a child can enroll for kindergarten if he or she is at least 5 years of age on December 1 of the school year in which he or she enrolls.

House Bill 5784 would amend the Revised School Code (MCL 380.1147) to specify that in a school district that provides kindergarten, a child who resides there could enroll if he or she is at least five years old on September 1 of the school year in which he or she would enroll. Under the bill, a child's eligibility to enroll at this age also would apply to a public school academy.

House Bill 5785 would amend the State School Aid Act (MCL 388.1606) to specify that a pupil counted in membership would have to be at least five years of age, and less than 20 years of age, on September 1 of the school year. Currently, pupils are counted in membership if they are at least five years of age on December 1, and less than 20 years of age of September 1. House Bill 5785 is tie-barred to House Bill 5784 so that it would not become law unless House Bill 5784 also were enacted.
