A SUMMARY OF HOUSE BILL 5980 AS INTRODUCED 4-30-02

House Bill 5980 would amend the Michigan Vehicle Code to require that the secretary of state develop and issue an "Eagle Scout" fund-raising license plate that would bear the insignia of the Boy Scouts of America. Further, the bill would create an Eagle Scout Fund within the Department of Treasury, to be disbursed by the Office of the Secretary of State. A person would pay an additional $25 for an Eagle Scout fundraising license plate (including a $10 service fee and a $15 donation), and the donation would be deposited into the fund.

House Bill 5980 specifies that the state treasurer could receive money or other assets from any source for deposit into the Eagle Scout Fund, and would direct investment of those funds, as well as credit to the fund the interest and earnings from fund investments. Money in the fund at the close of the fiscal year would not lapse to the general fund.

The bill also specifies that the secretary of state would be required to disburse money in the fund on an annual basis to the Detroit Area Council of the Boy Scouts of America, which could expend the money only to enhance scouting in this state. The council would be required to provide an annual accounting of the use of the money.
