A SUMMARY OF HOUSE BILL 6097 (SUBSTITUTE H-2)

House Bill 6097 would amend the Michigan Telecommunications Act to impose new local call billing requirements on telecommunication providers that provided basic local exchange service in Michigan before January 1, 1992. The bill would generally require that a call made to a local calling area adjacent to the caller's local calling area or from an island to certain parts of the mainland be considered a local call and be billed as such. However, the bill would create an exception for a provider that provides basic local exchange service or basic local exchange and toll service to less than 250,000 end users in Michigan. Such a provider could seek PSC approval for a rate plan to provide local calling to adjacent calling areas. If such a provider did not receive the PSC's approval by January 1, 2004, the provider would have to adhere to the requirement that it consider calls to adjacent areas and calls from an island to certain parts of the mainland local calls and bill the calls as such.
