A SUMMARY OF HOUSE BILL 6391 AS INTRODUCED 9-24-02

House Bill 6391 would amend the Michigan Vehicle Code to require that the secretary of state develop and issue a "Kiwanis" fund-raising license plate. Further, the bill would create a Kiwanis Fund within the Department of Treasury, to be disbursed by the Office of the Secretary of State. A person would pay an additional $25 for a Kiwanis fundraising license plate, and a $15 donation would be deposited into the fund. (In addition to the donation, an applicant would pay the regular registration tax and a $10 service fee.)

House Bill 6391 specifies that the state treasurer could receive money or other assets from any source for deposit into the Kiwanis fund, and would direct investment of those funds, as well as credit to the fund the interest and earnings from fund investments. Money in the fund at the close of the fiscal year would not lapse to the general fund.

The bill also specifies that the secretary of state would be required to disburse money in the fund on an annual basis to Kiwanis International, District of Michigan. Under the bill, the Kiwanis would be required to use the money only to enhance the organization's charitable programs, and would be required to provide an annual report about the amount of money received and expended.
