A SUMMARY OF HOUSE BILL 6503 AS INTRODUCED 11-7-02

House Bill 6503 would amend the Revised School Code to prohibit project labor agreements in school building contracts.

In particular, the bill specifies that the board of a school district, local act school district, intermediate school district, or public school academy would have to ensure that each contract it entered into for construction, alteration, repair, or rebuilding of a school building or other district or public school academy property contained a requirement that the people working on the project who were employed by the contractor or subcontractor, were not required to do any of the following:

-become a member of or affiliated with a labor organization as a condition of working on the project; or,

-pay dues or fees to a labor organization, over an employee's objection, in excess of the employee's share of labor organization costs relating to collective bargaining, contract administration, or grievance adjustment as a condition of working on the contract.
