CONTENT
The bill would amend the Public Health Code to increase the fees for searches and copies of vital records, add a new $5 fee for an expedited search of a vital record, and allow the Department of Community Health (DCH) annually to increase the fees for searches and copies of vital records.
The Code requires the State or local registrar, upon written request and payment of a prescribed fee, to conduct a search for a vital record. The bill would increase the fees as follows:

The Code currently requires the State registrar to furnish a vital record without charge to a soldier, sailor, marine, member of the coast guard, nurse, or member of a women's auxiliary for the purpose of securing a State or Federal bonus, pension, or compensation. The bill would require the State registrar to label the copy with the following statement: "For veteran's benefits only, not for personal use."
The current law also requires the State or local registrar to furnish without charge a copy of a vital record for official use only to a court; a department, agency, or political subdivision of this State, the United States, or another state; a licensed child placing agency for adoption purposes; or to an official registrar of a foreign country. The copy is to be marked "For official use only." The bill would require the State or local registrar to furnish without charge a certified copy of a vital record only to a licensed child placing agency representing a child for adoption purposes. The copy would have to be marked "For adoption purposes only, not for personal use."

FISCAL IMPACT
The DCH estimates that the proposed fee increases would generate an additional $200,000 to $350,000 annually. The FY 2000-01 DCH budget assumes a $200,000 increase; the FY 2001-02 Governor's recommendation includes this amount in the base.
