CONTENT
The bill amended the Urban Cooperation Act to replace references to "the Dominion of Canada" with "Canada", and permit Indian tribes to enter into intergovernmental agreements under the Act.
Under the Act, a public agency of the State may exercise jointly with any other public agency of Michigan, any public agency of another state, a public agency of Canada, or a public agency of the United States government, any power, privilege, or authority that the agencies share in common and that each might exercise separately. The bill specifies that "agency of the United States government" includes an Indian tribe recognized by the Federal government before 2000 that exercises authority over land within the State. The bill explicitly states that the Act or any agreement entered into under the Act may not authorize the approval of a class III gaming compact negotiated under the Federal Indian Gaming Regulatory Act.
