1. State Agency Special Maintenance.
The Governor
recommended special maintenance funds for a number of
State agencies including Community Health, $2,000,000;
Corrections, $7,711,000; Family Independence Agency,
$2,200,000; Management and Budget, $3,450,000; Natural
Resources, $600,000; and State Police, $1,025,000. The
Legislature reduced this funding in half from $16,986,000
to $8,493,000 to meet target numbers as a result of reduced
revenues. |

2. Farmland and Open Space. The
Legislature concurred
in the Governor's recommendation to continue the
$5,000,000 appropriation for the Farmland and Open Space
program in the Department of Agriculture. |

3. Department of Military Affairs. The
Legislature
concurred in the Governor's recommendation to remove the
one-time appropriation for the Midland maintenance shop
($4,500,000), and to provide general fund support for
maintenance projects at armories, training sites and
veteran's facilities. |

4. Department of Natural Resources.
The Legislature
concurred in the Governor's recommendation to provide
$3,300,000 for State Park maintenance; $5,350,000 for
wildlife habitat development and acquisition; and
$21,539,000 for a number of marina, harbor, docks, and
boating program improvement projects. |

5. Department of Transportation. The
Legislature
concurred in the Governor's recommendation to provide
funding for new project offices at Brighton ($800,000),
Cadillac ($1,000,000) and Taylor ($1,200,000). The
recommendation also includes construction authorization
for the $2,750,000 Coldwater welcome center, and planning
authorization for welcome centers in Dundee, Monroe, and
St. Ignace. |

6. Aeronautics. The Legislature
concurred in the
Governor's recommendation to provide funding for
improvement projects at over 90 local airports statewide.
The recommendation also includes $20,000,000 for the
Northwest Airlines midfield terminal project at Detroit
Metro, and $1,000,000 for improvements at Willow Run. |

7. State Building Authority Rent (Debt Service).
The
Governor recommended an increase for rent (debt service)
for previously authorized construction projects for State
agencies, corrections, universities, and community colleges.
The Legislature reduced the recommendation by
$20,000,000 from $302,154,000 to $280,154,000 due to
delays in the anticipated completion of a number of
projects. |

8. New Planning and Construction Authorizations.
The Governor's recommendation contained no new
planning or construction authorizations. The Legislature
included a current year supplemental to provide
construction authorization for the following projects:
Northern Michigan University - Student Services Building;
Northern Michigan University - Fine and Practical Arts
project; Saginaw Valley State University - Instructional
Facility; Western Michigan University - Health and Human
Services Building; Western Michigan University/Lake
Michigan College - Southwest Center; Macomb
Community College - Fraser Campus Renovation; and a
new House parking facility on the site of the old Roosevelt
Office Building. In addition, the JCOS included a planning
authorization at Michigan Technological University for the
integrated learning/information technology center project. |

9. Vetoes. The Governor vetoed the
construction
authorization for the projects at Northern Michigan
University from the FY 2000-01 supplemental section of
the bill. |

1. Prison Watch Towers. The Joint
Capital Outlay Subcommittee (JCOS) reinstates language eliminated by the
Governor that requires new maximum security prisons to have operational watch towers. (Sec.
301). |
2. New Prison Sites. The JCOS
reinstates language eliminated by the Governor that requires JCOS approval of any new
prison site. (Sec. 302). |
3. JCOS Notification. The JCOS
reinstates language eliminated by the Governor that requires JCOS notification of any
capital outlay expenditure not previously reviewed by the JCOS. (Sec. 405). |
4. Comparative Cost Analysis. The
JCOS reinstates language eliminated by the Governor that requires, upon JCOS
request, a detailed comparative cost analysis of a construction project or lease that costs more
than $1,000,000. (Sec.
407). |
5. Five Year Planning Documents. The
JCOS reinstates language eliminated by the Governor that requires 5 year
planning documents to be submitted to the JCOS upon release of Executive Budget. (Sec.
408). |
6. Self Funded Project Reports. The
JCOS concurs with the Governor to eliminate the requirement that colleges and
universities report on all projects costing between $500,000 and $1,000,000. |
7. Special Maintenance Funds. The
JCOS reinstates language eliminated by the Governor that requires a report on
allocation of special maintenance funds. The JCOS concurs in the Governor's recommendation
to allow special
maintenance appropriations to exist for 3 years. (Sec. 601). |
8. Demolition of Buildings. The JCOS
reinstates language eliminated by the Governor that requires specific approval
of demolition requests. (Sec. 602). |
9. Special Maintenance Approval. The
JCOS deletes the requirement that special maintenance expenditures of
$1,000,000 from lump sum maintenance accounts receive JCOS approval. (Sec.
603). |
10. College/University Consortia. The
JCOS concurs with the Governor to eliminate language indicating 100% state
financing for certain consortia projects. |
11. Private Leased Space Report. The
JCOS reinstates language eliminated by the Governor that requires a report on
privately owned leased space by state agencies. (Sec. 902). |
12. Capital Outlay Match Rates. The
JCOS removes language included by the Governor which would have put in
boilerplate the current policy that university capital outlay projects include a 25% match from the
institution. |
13. Haven Hills Natural Area. The JCOS
appropriates the $800,000 settlement from Detroit Edison for damages at the
Haven Hills Natural area. Language is retained that allows the Department to receive in kind
services up to $800,000,
and requires a report on funds received. (Sec. 1003) |
14. Airport Projects. The JCOS includes
language that ensures that appropriations for airport projects do not lapse for
three years. (Sec. 1104). |
15. Economic Development Sites. The
JCOS concurs with the Governor to reinstate authorization to create an
economic development site fund and advance to the fund up to $25,000,000 for site preparation
costs to ready a proposed
site for disposition. Preparation costs are to be repaid following the sale of the site. (Sec.
1202). |
