12. Capital Outlay Match Rates. The JCOS removes language included by the Governor which would have put in boilerplate the current policy that university capital outlay projects include a 25% match from the institution. |
13. Haven Hills Natural Area. The JCOS appropriates the $800,000 settlement from Detroit Edison for damages at the Haven Hills Natural area. Language is retained that allows the Department to receive in kind services up to $800,000, and requires a report on funds received. (Sec. 1003) |
14. Airport Projects. The JCOS includes language that ensures that appropriations for airport projects do not lapse for three years. (Sec. 1104). |
15. Economic Development Sites. The JCOS concurs with the Governor to reinstate authorization to create an economic development site fund and advance to the fund up to $25,000,000 for site preparation costs to ready a proposed site for disposition. Preparation costs are to be repaid following the sale of the site. (Sec. 1202). |
16. Building Demolitions. The Substitute includes language that designates $1,000,000, from the $5,000,000 appropriation contained in Public Act 291 of 2000 for building demolition, for county programs that abate and demolish dangerous buildings. |
